I always get confused in similar questions thinking what "that" should refer to. Immediate noun Or anything which make sense to the sentence.

Immediate noun (baldness) does not make sense but treatments for baldness do. So instead of "brings" I would use "bring" and between B and E, will go for B +1 for B. Waiting on OA. Sent from my Redmi Note 4 using GMAT Club Forum mobile app

I have a doubt related to the usage of Verb ing modifers in this case.

Verbing modifiers can be used for basically 3 things .

1) present the result of something
2) tell about the how aspect
3) Give generic description.
So, in my opinion, this sentence falls under the category of giving a generic description. Here the verb ing modifier describes what the suit is about, thus gives a generic description.
Now to check the doers: have filed suit--- CPA seeking ban on advts---CPA
If we wanted to explain about the how aspect in this sentence then it would have been something like this:  Several consumer protection agencies have filed suit, hiring the top notch lawyer firm ABC 
Then it would have explained the how aspect that" CPA has filed the lawsuit " How has it filed the lawsuit- by hiring the top notch lawyers.
Case 3: Result 
Several consumer protection agencies have filed suit, resulting in a ban on advertisements for baldness treatments.
Here the doers for the actions filing suit and resulting are different. so this should not be correct.
 Could someone please help me review whether my understanding is correct.
Also the generic description for the verb ing modifier- what is the limit for this generic description rule. How far can it go and what sort of information can be there.

Please review my explanation and help me find answer to my questions.

Sorry Friend! The: so-called comma+verb+ing" falls outside the underline. Therefore, I wouldn't bother about. If you want t to know for the sake of knowledge, take something that is within underlined.

-ing form in C is incorrect because -ing form as adjective is required to immediately follow or precede the modified noun?

Answer B of this question - Should it be "and may even be proven harmful"? Because the treatment cannot prove harmful. Instead, the treatment may be proven harmful.
