Since there are two contexts it's plural so we eliminate A,B & C since 'has' is used

Focus on the "that" (in bold) outside the underlined sentence.
"that" cannot refer to 'the teenagers'
B,C,E gone straight away

Again in A, there are 2 subjects - (1) the explosion in cost of college.. and (2) the rise in access to technology
Cannot be followed by "has"

D takes care of this mistake, answer D
