No other talent of the CEO is as crucial to the future of her business as her ability to recognize, recruit, and to nurture the best executive talent available.

A. to recognize, recruit, and to nurture
B. to recognize, recruit, and nurture
C. for recognizing, recruiting, and nurturing
D. at recognition, recruiting, and nurturing
E. in recognizing, recruiting, and the nurturing of
IMO is B as idiom is ability to is correct.
now left A and B in A to after and make this option not parallel if you want to use to then you must put to before recruit so that whole sentence is parallel.
