A. being unsuitable for large-scale application, - Not a sentence. 'that' should be followed by a clause. We have 'existing forms of government' as subject after 'that' but we do not have a verb.

B. are unsuitable for large-scale application and that - Correct

C. unsuitable for large-scale application, - Same as A

D. are unsuitable for large-scale application, - Illogical. 'an entirely new system......' is used as a modifier

E. that are unsuitable for large-scale application, - Same as A

Answer: B

A. being unsuitable for large-scale application, - Incorrect. "being " is an issue here. We need "that" to make sentence parallel.

B. are unsuitable for large-scale application and that - Correct. SVA. "and that" makes the sentence parallel.

C. unsuitable for large-scale application, - Incorrect. No verb.

D. are unsuitable for large-scale application, - Incorrect. We need "that" to make sentence parallel.

E. that are unsuitable for large-scale application, - Incorrect. Misplaced "that".
