The use of ''mentioned few specific'' is awkward......specific what????? specific recommendations or points right...its missing.. incorrect option.

b. few specifics but numerously misleading and ambiguous suggestions for new taxes

'few specifics' refers to what...? Same reasoning as explained in A. No clarity in the meaning of the sentence...incorrect option.

c. included few specific suggestions and many misleading and ambiguous proposals for new taxes

few specific suggestions conveys the right intended meaning. Best option

d. included few specific suggestions for new taxes, and numerous misleading and ambiguous ones

Use of 'new taxes' again in the sentence is not required as it is already the point of discussion. Also, 'ones' has not got a clear antecedent.....incorrect option

Based on the success rate so far (+90% at the time of me writing this comment), I would propose to change the tags on this question corm "700 lvl" to either "600-700" or to "sub 600".

Concerning the answer choice, I do agree with "C" being the correct one.
