in such parallel structures, read slowly and try to make sure that PARALLEL AND LOGICAL go together

A is wrong because it fails to maintain this idiom

C is wrong for the same reason because CAN is after the not only in the first part of the sentence, we need another transitive verb after the BUT ALSO

B) CORRECT, maintains idiom perfectly, meaning is clear

With correlative conjunctions such as 'both.. and ..' , 'either.. or..' , 'whether..or..', 'not only.. but also' whatever comes before the first element of the conjunction gets carried through to second part as well. Lets now look at B and C

'find treatment that can' comes before  not only , so it would be carried to whatever comes after  but also  and once you plug it in, you will see sentence makes sense but with C

'find treatment that can' does not work with 'to lessen its symptoms' which comes after 'but also ; hence C is incorrect
