Further coming down between them, capability for is incorrect idiom :

The answer is e, first three options can be eliminated easily because building capability doesn't make any sense, in d responding should not be used,so the answer is e

Considering "and" to be a part of the underlined section in the SC.

Going via options:

A) building a capability to respond
Not in parallel to "implement....", "conduct....".

B. building a capability that respond
Not in parallel to "implement....", "conduct....".

C. building a capability that for responding
Not in parallel to "implement....", "conduct....".

D. and build a capability for responding
"capability for" is unidiomatic.

E) and build a capability to respond
Has everything correct.

As for To vs For, the usage of to respond shows the reason to make that warning system.
