That future teachers do not always select the most rigorous preparation programs cannot truly be said that they are at fault: The National Council on Teacher Quality, a think tank that advocates for higher standards for classroom teachers, only began publishing comprehensive program rankings in 2013.

I doubt it is a colloquial structure.
https://gmatclub.com/forum/out-of-a-growing-pride-in-the-region-s-pre-automotive-achievements-213015.html it is somewhat a colloquial structure.

In answer a, sentence starts with 'that', we can read it as 'the fact that future teacher do not........'
It doesnt really make sense to say future teacher do not always select ...
And moreover, the fact that (omit the middle part) cannot truly be said that ....also does not make sense
