The sentence is about what "can" happen. A company "can be barred."
"can be barred" does not go well with "for a minimum of" because "a minimum" is more something that "must" happen than something that "can" happen.
The more open ended "for five years or longer" works better with "can be barred." Unlike a minimum, which is what "must" happen, "for five years or longer" is what "can" happen.
The quality of the question is questionable, but it is gettable.
