IMO Ans is A

Concept check
Modifier error

"Implementing one of the world’s most aggressive testing and contact-tracing programs" this should modify " South Korea"

While same has not been followed in Option C,D & E

We can eliminate same.

While Option B is wrong again because of Modifier error , the drop is ten times , but in Option B it modifies million residents
Which is wrong.

Hence we are left with Option A which is perfect

Correct use of Modifier for South Korea and drop

IMO A

In the weeks after implementing one of the world’s most aggressive testing and contact-tracing programs, South Korea has seen the daily number of new COVID-19 cases decline from 16 per million residents to less than 2 per million residents, a drop more than ten times as great as that in Asia as a whole over the same period.

Concept Checked: Modifier
Opening modifier "In the weeks after implementing......" should be followed by who implemented the testing i.e " South Korea"
At the end We need a Noun modifier to modify the drop.

(A) South Korea has seen the daily number of new COVID-19 cases decline from 16 per million residents to less than 2 per million residents, a drop more than ten times as great as that - Correct
Opening modifier correctly refers to South Korea & the modifier at end correctly refers to the drop & compares that to drop in Asia over same period.

(B) South Korea has seen the number of new COVID-19 cases decline from 16 per million residents daily to less than 2 per million residents, more than ten times as great as that Incorrect
First opening modifier is ok , but modifier at end "more than ten times" incorrectly refers to "2 per million residents" instead of "a drop" that is more than ten times.

(C) the daily number of new COVID-19 cases in South Korea declined from 16 per million residents to less than 2 per million residents, more than ten times as great as that Incorrect
Opening modifier incorrectly refers to the daily number of cases, End modifier error same as in B

(D) the number of new daily COVID-19 cases in South Korea declined from 16 per million residents to less than 2 per million residents, a drop more than ten times as great as Incorrect
Opening modifier incorrectly refers to the daily number of cases

(E) South Korea’s daily number of new COVID-19 cases declined from 16 per million residents to less than 2 per million residents, more than ten times as great as the drop Incorrect
Opening modifier incorrectly refers to the daily number of cases,End modifier error same as in B
