If you check the meaning of the sentence, then active voice will make more sense. I ate apple vs Apple was eaten by me. Here in this example, "Spurred by free texting deals" it is not the texting that did something to someone, but it must be someone/group of people who did something spurred by deals. This is a meaning & active voice test question.

In my opinion sent and received should not be used to represent an everyday action. They should be changed to send and receive.
