We believe that, in this case, you may be reading too much into the meaning of the original sentence.

On GMAT, the most literal and straightforward interpretation should take precedent; thus we can assume that "to enlarge resources for new novels" means to increase the number of resources that can be used to write new novels.

Remember, when analyzing the meaning of a sentence do not add complexity or ambiguity where there is none.
