credited with is correct idiom, Option B & D is out.

has been credited is correct usage because-
1)it is an achievement
2)the timeline of credit given is not defined, it can be before Or after his death.

I will go with option E.

I honestly don't know if there is a difference in meaning between C and E, but I chose C because it feels that to credit somebody with something is a one time event, and not a continuous event ¯\_(ツ)_/¯ implied by present perfect.

winning may feel like a one time event, but the present perfect tense here implies that winning is a state and therefore one day somebody else will have won the election.

to credit somebody with somebody doesn't have that implication. It's possible to use the past perfect only if the sentence included that at some point in the past this person is no longer credited with that thing.

This is just how I feel I could be wrong.

The use of past perfect tense is not warranted.

B. has been credited for transforming English football by leading a campaign to remove caps on footballers' salaries,

credit with is the correct usage

C. was credited with transforming English football by leading a campaign to remove caps on footballers' salaries,

The use of was indicates that Jimmy Hill is no longer credit. We need present perfect tense here.

D. had been credited for transforming English football by leading a campaign to remove caps on footballers' salaries, has

use of had is incorrect ; credit with is the correct usage in this context.

E. has been credited with transforming English football by leading a campaign to remove caps on footballers' salaries,

Grammatically correct. Conveys meaning without ambiguity.

Can it not be the case that Jimmy Hill was credited with XYZ at a time in the past?
As in is it really unacceptable from the meaning POV?
And can I expect something like this on the GMAT?

The thing with past perfect is that the state or event needs to be over before some action or time in the past.
Now, Jimmy Hill was credited with something and the credit hasn't been taken away because of his death in 2015.

'had been credited' implies that he is not credited with transforming English football anymore. The state or action needs to be over. Nothing suggests that some action in the past or at some time in the past, people took away the credit.

In fact, I can even say "Jimmy Hill, who is credited with transforming ... , breathed his last ..."
because even today, we could be giving him credit for transforming English football. The reason we might use 'was' is that people were talking about it in the past saying for example "Jimmy Hill transformed English football..." etc in 80s. Now, 40 years later, it's history and no one talks about it anymore so I can say "He was credited with ..."
