In E, ...relics of the city's dream.. is a noun + prep phrase and not a noun + noun modifier. So it's incorrect. ..relics that depict.. is correct.

The difference between A and E is

 In this option relics refer back to the warehouses and Noun+Noun modifier construction can refer only to the noun but not the entire clause.

 Here relics refer to the sitting of silent and empty warehouses or in simple it refers to the clause.
