The difference between A and E is

A. Along a 15 mile stretch of desert, a dozen warehouses sit silent and empty, relics that depict city's dream of becoming a national warehouse hub
In this option relics refer back to the warehouses and Noun+Noun modifier construction can refer only to the noun but not the entire clause.

E. Along a 15 mile stretch of desert, a dozen warehouses sit silent and empty, relics of city's dream of becoming a national warehouse hub
Here relics refer to the sitting of silent and empty warehouses or in simple it refers to the clause.

B. Along a 15 mile stretch of desert, a dozen warehouses, relics that the city will dream of becoming a national warehouse hub sit silent and empty misplaced modifiers

C. A dozen warehouses, relics of city's dream along a 15 mile stretch of desert of becoming a national warehouse hub, sit silent and empty wrong construction, illogical misplaced modifiers

D. A dozen warehouses, relics that the city dreams along a 15 mile stretch of desert of becoming a national warehouse hub, sit silent and empty misplaced modifiers
