Vatsal7794  The thing that I think you're missing is the text immediately before the underline (in general, I find that the non underlined text is often more important than the underlined text):
even when compared with densely populated countries such as Thailand and Indonesia ,  ...
Whatever comes after that comma has to be comparable to Thailand and Indonesia. 
In answer choice C, you have  the fertility rates  immediately after that comma, and fertility rates are not comparable to  countries .
