first one is evidence, presented to support the argument. thus we can eliminate A, B, and E right away.
second one is the conclusion. the second one is presented in IF-then clause - this conclusion is based on SUGGESTIONS, not facts.
thus, it might be true, but might not. therefore, D can be eliminated, and C is the answer.

So, 1st boldface is an evidence. Hence we can eliminate option A.B & E.
Now in option C & D. The psychologist suggestion has not been finally confirmed and it is just their believe. Also the conclusion says "we could expect" which means the decrease in crime by over 50 percent may or may not happen.

So, C is the correct Answer

1st boldface is a premise, second is a conclusion.

So eliminate A, B and E.

1st boldface being a premise is supporting the conclusion. But does it 'support' the conclusion or it 'ensures' that conclusion is true? This is basically a distinction between a 'Necessary' condition and 'Sufficient' condition.

A necessary condition gives support to a conclusion, while sufficient condition ensures that conclusion logically flows from the premise.

The premise (1st boldface) may be true. It need not be true (crime rate may decrease by 50% or may not decrease at all). So this is a necessary condition.

Thus eliminate D.
