My answer was D: The first phrase is a premise on which a conclusion is based, and the second phrase contains the conclusion.
Reasoning: Although the first sentence states the word "concluded," this is based a factual premise stemming from a comprehensive, scientific study. The key word of "therefore our recommendation" tipped me off for the second bolded phrase as a definite conclusion. Since only D and E make mention of the second bolded phrase being a conclusion, I POE'd ABC...And given how E states that the 1st phrase is also a conclusion I could POE E. Therefore, D

So. It is obvious that these 2 bolded phrases are conclusions.
The second phrase is also a recommendation.
A. The first phrase states a conclusion, and the second phrase offers support for that conclusion. 2nd phrase is not a support - it is the main conclusion
B. The first phrase states a premise on which the conclusion is based, and the second phrase contains an assumption necessary for
that premise. 2nd phrase does not contain an assumption. it is a clear conclusion-recommendation
C. The first phrase offers advice, and the second phrase offers a recommendation. There is no advice in 1st phrase
D. The first phrase is a premise on which a conclusion is based, and the second phrase contains the conclusion. Good
E. The first phrase states a conclusion, and the second phrase contains another, unrelated, conclusion. Maybe it sounds not that bad. But "unrelated" is not correct here. These 2 phrases are definitely connected. The first phrase is one of the premises.
