The state legislature made a major error in the bill funding a new digital system to detect speeding violations on state freeways. Conclusion : The resulting bureaucratic deadlock will more than offset any gains from the system.
The conclusion is supported by the reasoning that installing the digital systems will detect the undetected violations because of human error.
It also assumes that the fear of automatic systems will not reduce the violations.
In order to weaken attack on any of the assumptions above.
option E states the negated 2nd assumption. Hence right.

Keyword here in the argument is additional employees. What if the speeding instance is reduced by installing this new system.
Then in that case there won't be any requirements for additional personnel to process the fines. Infact if the speeding instances get reduced - many existing personnel will have no work to do. hence these jobs could be made redundant and hence profits could be realised
