What are the ways that Wempro could fulfill the vacancies for the position of department heads:
1. Hire department heads from outside the company (but Wempro is not opting for this)
2. Have current department heads handle multiple departments and thus fill the vacant department heads position (but Wempro is not opting for this)
3. Just shut the particular division where department heads are required but unfilled (but Wempro is not opting for this)
4. Promote junior qualified employees to department heads position ( Wempro could opt for this, but this would only fill *half* of the vacant department head positions.)
So let's say Wempro opts for option 4. The conclusion suggests that some departments will be without department heads next year. Why?
We know half the expected vacancies will remain unfilled anyways if Wempro opts for option 4.
a) reduce the qualifications for promotion to department head - if Wempro will not reduce the qualifications for promotion, then this blocks out one more way to fill in the remaining half of vacant positions with less qualified employees. Let's hold on to this one.
b) reduce the average number of employees per department - Say Wempro does not reduce the avg. No. Of employees per department. That means it would probably have a bunch of qualified and less qualified employees that could take the position of department heads. Another way, if Wempro reduces the avg. No. Of employees per department, it would have less employee pool to fill in the position of department head and thus the vacancy would persist. This gives us an opposite result when Wempro does not execute the strategy. Reject
c) reduce the responsibilities of each department - a bit off topic. Logically it doesn't make sense to say that Wempro's department head positions would remain vacant because Wempro would not reduce the responsibilities of each department.
d) promote more than one employee from *any* department to serve as heads of departments - Let's say there are 10 deparments vacancies and 5 qualified employees. Say, D1 has 2 qualified employees, D2 has 1 qualified employee and D6 has 2 Qualified employees. This answer choice suggests that, you can pick ONLY 1 from D1 and 1 from D6. Overall you are limiting the pool of qualified employees to choose from. This contradicts the premise : The number of employees with the qualifications *now required* for promotion to department head equals only .....
e) promote any current department heads to higher-level managerial positions - If Wempro does not promote any current department heads, then the number of vacancies of department heads remain the same. All it does is reinstate the premise that there are vacancies. If you read the conclusion now: Some departments will be without department heads because the existing department head positions will not be altered. Doesn't quite make sense!
