IMO B

Argument states that NOT wearing helmet harms only the individual who does not wear the helmet.
We have to weaken this.
Something which shows that NOT wearing helmet harms others too.
Only option B states that.
Increase in cost of other drivers including those who already wear helmet , is a kind of harm to others.
Hence option B weakens the argument the most.

IMO B , premise says "people have the right to expose themselves to risk so long as it does not harm others." Answer B proves that by not hearing a helmet they harm others.
