Correct me if I am wrong here -
This is a "weaken the argument question" whose conclusion is "each individual motorcyclist should decide whether or not to wear a helmet." So to weaken the argument we will have to show that choice of an individual could lead to serious risks.
Only Option E weakens the conclusion as it states that an individual chose to not wear a helmet and sustained serious injuries.

The conclusion here is motor cyclist have right to decide whether he / she should wear helmet.
premise: people have the right to expose themselves to risk so long as it does not harm others
-- harm may be physically , financially etc .
B weakens :it is conveying that , high rate of accident / deaths from motor cycle is the cause of high insurance rate.So not following safety may harm other financially .
