I have a quick question,How is option D out of scope? I feel it touches on your 2nd Assumption i.e the people cant be more efficient in their water usage.

B is not out of scope. B is an inference. Hence cannot be an assumption. It is given that the water usage of M will increase hence, it is implied that people cannot be efficient.

It has to be B because if they cannot increase the water supply i.e the reason they will have to look for importing water.

ASSUMPTIONS are derived from the information that is given in the passage. The answer choice B is more of a strengthener than an assumption. Assumption can be arrived at by prethinking but the detailed answer choice which has terms completely new cannot be thought about in the prethinking process. I would like to know the source of this question. I think the question is of poor quality. An assumption sure has new information but it is within the scope of the argument. Ans choice B is a strengthener and not an assumption. Most importanatly it has already been given that the water is being used at maximum efficiency.
Assumption MUST BE TRUE. The ans choice B does not have to be true all the time as there may be many other reasons why the sustenance of the water resource is not possible.

Misrile, a tiny nation with extreme aridity, has surprised global agricultural community by developing a thriving citrus fruit industry. By using the nation's scarce supply of fresh water with maximum efficiency, farmers did the unthinkable. However, as the water demands of Misrile's growing population increases, the nation will inevitably need to import water from neighboring countries in order to maintain a thriving citrus fruit industry.

Which of the following is an assumption upon with the conclusion is based?

A. As water supplies in Misrile become tighter, the export price of its citrus fruits will increase, thereby justifying the expenditure of importing water.

B. Misrile cannot substantially increase its domestic supply of water by opening new desalinization plants on its coasts.

C. Neighboring nations are equally arid and will not export water to Misrile at a reasonable cost.

D. The people of Misrile can decrease the need for importing water by becoming more efficient in their use of water.

E. The best economic use of Misrile's land and scarce water supplies is to grow citrus fruits.

I feel the OA is debatable. At first, how do we know that Misrile has a Coast?? It can be a landlocked country also with scarce supply of fresh water (as mentioned in passage). Whats the source of this question??

As the answer is stated, we can infer that Misrile has coasts. However, even if Misrile did not have a coast, we would have a stronger reason to assume that it could not open a desalinization plant.
