The question asks us to resolve the paradox and the correct answer choice would correctly explain why the increase in commute time was observed after the opening of the new highway.
A. Incorrect, as it doesn't provide an explanation to why the new highway was not able to solve the traffic problem.
B. Incorrect, same as A.
C. Incorrect, as the stoplights were upgraded and not increased in number.
D. Tempting but incorrect, we need to find an explanation for increase in traffic after the opening of the new highway and not during its construction.
E. Correct! Since the opening of the new highway led to more congestion therefore the average commute time could be increased.

The question stem ask for the explanation of the strange and counterintuitive outcome.
It is possible that because of high connectivity to the highway, average traffic around downtown Gastner has increased substantially.
Only option E is in line with the above mentioned explanation.
The second most preferred option C is a bait. It mentions the up gradation with new stoplights, implying that there were stoplights before; however, only the earlier ones were upgraded.
