Main argument of the passage is
Earlier people avoid construction near beaches due to fear of flood but Since the insurance was made available, beachfront construction has boomed and now people are constructing becoz they are assured by insurance which is however showing damage to environment

You must choose the option which can provide a solution to land erosion problem

(A.)prohibiting beachfront property owners from embellishing or adding to existing buildings-- this can be a good course of action but will not gonna help for now as there are buildings already present there causing soil erosion

(B.) utilizing computer science techniques to obtain detailed information on the extent and rapidity of land erosion along beaches-- this is irrelevant it won't gonna help to atmost in tackling land erosion problem

(C.)enacting building codes requiring new beachfront structures in flood-threatened areas to be elevated above the high water level of a storm -- doesn't cure the problem its just a course of action type

(D.) compensating beachfront property owners for moving to a new location off the coast while canceling flood insurance benefits for any new or remaining beachfront construction-- this is something which might be fruitfull as people will agree to leave the places and if insurance is removed these people will also avoid construction near beach

(E.) requiring beachfront property owners receiving flood insurance coverage to adopt construction standards that will protect their buildings from inundation-- opposite it doesn't address the land erosion problem

The question step is upfront about "putting a stop to the problem of land erosion". This is directly caused by increased beachfront construction, which needs to be solved. Option D directly addresses that.

Although this sounds cut throat in real life, it should not prevent you from looking at this answer choice objectively.
Goal: stop the land erosion
This answer choice gets the goal done eventhough it is pretty harsh. It stops the errosion but also reverse it (reverse part is not something is focus on)
E. requiring beachfront property owners receiving flood insurance coverage to adopt construction standards that will protect their buildings from inundation
This stears away from the argument/ main point of what we are solving for. This is about inundation not stop erosion. S

Even if strict standards are put, you can't guaarentee that the erosion will stop.
