Let us reword this:  Everyone is required to pay $5 million to join the club, but still, more than 50% have not paid this sum and are still the members. But this is not unethical because...

We need something which justifies/strengthens the conclusion that Board of club in not unethical.

Let's jump to the choices now:
(A) all the Board members of the City Golf Club are highly respected citizens of the city .   So what. Does not justify how they became members . Out of scope 
(B) other prestigious clubs in the country also follow a similar policy for admitting members    Does not provide right reasoning. Others being unethical does not make me ethical automatically.
