When Joe walks to school, Anna walks with him. But whenever Anna walks to school, Jorge doesn’t walk to school. Also, when Anna walks she makes sure her little brother Jake walks to school with her. Lastly, when it rains, Joe usually gets a ride from his mom. Today, it happened to rain and Anna did not walk to school.

The claims above, if true, most strongly support which of the following conclusions?

A) When Joe walks, Ana walks. - Joe if walks does not walk alone.
B) If it rains, Joe usually gets a ride from his mom - Usually is a keyword here. Joe  not always  rides with his mom when it rains. 
C) When Ana walks , Jorge doesn't walk - So Jorge does not walk when ana does not walk. Here "does not walk" does not mean Jorge rides a bike , this is not given. 
D) When Ana walks ,Jake walks with her - What happens when Ana does not walk, does Jake rides a bike, take a bus or does not go school at all - these are not given in the question.

Scenario - "Today it rained and Ana did not walk to school"

Now lets consider answer options

1) Jake did not walk to school - Information about what Jake does when Ana doesnt walk is not clearly given in the question. Eliminate this choice
2) Joe got a ride from his mom - Rained , so Joe usually gets ride from his mom, but does it happen always is not given. We can eliminate this choice.

In inference question the best way is to keep a track of what we know and what we don't and make strict category and DON'T ASSUME anything . 
In the above case if one has all time they can draw a quick chart . In case one is running out of time then simply read and understand only about what is given about whom .
We are told (Keep your focus on words eg USUALLY ).
1)Joe + Anna walk to school (There is mandatory condition FOR WALK between these 2= so we will focus on all talks abt WALK) 
2)If A walks = G dosen't WALK (which could mean he drives , he gets a ride etc we can't assume and hence we are not worried abt what is not mentioned 3)If A walks she makes sure Jake walks WITH her (focus on mandatory condition only for WALK , we don't know abt ride or other ways but If A will WALK Jake will walk with her . Don't try to assume what would happen when they don't walk)

Since Ann did not walk we can conclude that Joe too didn't walk
