At first, I was stumped by this question. What the heck is “student and faculty strength” ?
A more important question is: do we have to know what they are to solve the problem?
No.
Note that “with student and faculty strength being the same” compares student and faculty strength within each college separately. It is not comparing the colleges. To be more detailed, student strength of Delta college was the same as faculty strength of Delta college. But student strength of Delta college was NOT the same as faculty strength of Omega college.

The reverse could very well be true. There is no reason to think otherwise. Nothing in the argument hints at the revenue.
