This is a Conclusion Strengthening question in the Dialog format. You are asked to choose the answer choice which strengthens the site manager's objection (or weakens the engineer's proposal):
This answer choice weakens the site manager's objection by presenting a negative aspect of using cranes - they cause more accidents.
B. While some are mobile and some are not, there are many types of crane, each suited to a specific set of functions.
Incorrect.
This answer choice neither strengthens not weakens the site manager's objection as it too general and does not necessarily promote the use of cranes.
The fact that there are many types of cranes does not necessarily mean that there is one that perfectly suits the need of the project in question, or that it will help complete the project in the most efficient way.

Be careful not to confuse a greater trend, that is a rise or drop, with a greater absolute number (the result of that rise or drop).

Conclusion (Site manager)- Despite they are expensive, cranes are more efficient in the completion of the project than hiring more workers.
We need to strengthen this conclusion by giving strength to the reasoning how cranes are better.
Let's see the choices now.
A. A large percentage of the accidents that occur on construction sites are related to the misuse of cranes.
This choice supports the engineer's point to opt out the usage of cranes.
B. While some are mobile and some are not, there are many types of crane, each suited to a specific set of functions.
This maybe true, but does not explain how the cranes can better help in the completion of the project. No impact on the argument
C. In the recent year, construction workers' wages increased by 23%, while that of crane operators increased by only 5%.
Until we don't know the initial wages , we can't say which one is expensive - wages of workers or wages of operators. No impact on argument.
