The Discussion is Crane = Expensive to Hire and Operate Vs More Workers.

We need to Strengthen Site Managers Conclusion - Who States that Cranes will help us complete the Project in Efficient Way.

B. While some are mobile and some are not, there are many types of crane, each suited to a specific set of functions. - Thats Good - Lets Keep this.

C. In the recent year, construction workers' wages increased by 23%, while that of crane operators increased by only 5%. - Ok Not relevant information.

D. Because they are not restricted to using routes on the ground for the relocation of objects, cranes can perform tasks that no number of workers can. - Cranes can Lift Stuff from anywhere on the site and they do not have to use a particular route hence they can perform such functions which Workers cannot - Hence This is our Answer.

Site manager: For the use of crane.

We need to strengthen site manager's claim.
Option D does the best.

Option D shoes why cranes are more flexible than people.
