(A) The first is a claim, the accuracy of which is at issue in the argument; the second is a conclusion drawn on the basis of that claim.
First is not a claim but evidence. 1 and 2 are not against each other.

(B) The first is an objection that has been raised against a position defended in the argument; the second is that position.
First is an evidence. 1 and 2 are not against each other.

(C) The first is evidence that has been used to support an explanation that the argument challenges; the second is that explanation.
The argument doesn't challenge second explanation.

(D) The first is evidence that has been used to support an explanation that the argument challenges; the second is a competing explanation that the argument favours.
(E) The first provides evidence to support an explanation that the argument favours; the second is that explanation.

Between D and E I chose D which is wrong. Need help.

Argument is over wether the decline in number of foreign students is because of Brexit or not. Critics claim it's because of Brexit which has been challenged by the evidence done through the surveys also the evidence support the claim( i.e the reason is not the Brexit)

Now lets look at what D says:
First is evidence that has been used to support an explanation(correct upto here), that the argument challenges(It's the the claim which is challenging the argument not the other way round, as argument was stated first. X lead to Y); second is a competing explanation(it's explanation alright can't say about competing) that the argument favours.
Hence wrong.

Let me know if there are some loopholes in the explanation or if its still not clear. :)
