Reserve Bank Report: The economic impact of the second wave of COVID 19 is being calculated based on changes in various parameters. I am confused between B and D . I did not understand how the first boldface introduces a consideration made; isn't it just a fact or evidence.?

The 2nd statement is not leading to conclusion. The conclusion is helping to infer 2nd statement.
