I think this question is a little bit misleading; you can interpret choice C in two ways. First either airport is a commercial thing and city council is making it easier for the investor to turn the land into an airport by passing the very law or secondly, airport is not something commercial and city council is helping people so that they buy that land and stop airport project to help protect the land values.
Would anyone explain if ı am missing something?
