(A) In a war between two nuclear nations, third nation possessing nuclear weapons will not interfere.
out of scope ,as we're talking about war between two countries

(B) Nuclear weapons can cause more havoc than traditional weapons.
destruction is not the point here. rather the weapon used is. irrelevant

(C) No nation possesses a nuclear device which when deployed can destroy all the nuclear weapons of another country at one stroke.
correct . if there were such a nuclear weapon, country possessing the weapon wouldn't be afraid of the nukes possessed by the other country .

(D) World opinion is always against the use of nuclear weapons in a war.
out of scope

(E) Nuclear weapons are necessary to win a war.
extreme ,as well as not mentioned .incorrect

c is correct assumption as any country doing nuclear war will not face retaliation if it destroy all the nuclear weapon
