(B) Nuclear weapons can cause more havoc than traditional weapons. 
I think this should be the answer because when we negate this "Nuclear weapons  cannot  cause more havoc than traditional weapons.", it breaks my argument i.e. no country would fear the retaliation in case of Nuclear Weapons as they don't fear for Traditional Weapons.

destruction is not the point here. rather the weapon used is. irrelevant

correct . if there were such a nuclear weapon, country possessing the weapon wouldn't be afraid of the nukes possessed by the other country .
