Confusion between C & D
C affects a certain % of population (youth) , Youth has to be of greater & then only it shall explain an increased % of turnouts among other states.
But D simply explains a huge % of population was added and given voting rights hence, D is looks more suitable.
There is a subtle difference between C and D.
D only tells us that the Government has made many attempts at promoting young people to vote. This is a trap, because we would naturally assume that the attempts are successful. However, there is no reason as to why they should be successful. It is possible that the government initiatives failed, and if that is the case, then it does not help explain the paradox. The opposite situation is also possible: the initiatives worked, and there is now more young people voting. This is great, and does indeed help us solve the paradox. Because we have no information on the success of the initiatives, D alone cannot help us solve the paradox.
C is a much better answer choice. C tells us that we have a large amount of the population which was given voting rights, and then those people started to vote. This is a much better choice than D.
If it is not clear why, consider this case:
Suppose California has 100 eligible voting citizens, and 100 non-eligible. The initial voter turnout is 10%, which means only 10 of the eligible citizens vote. Now in 1980, those 100 ineligible people can now, and, since the text tells us that a "great portion" of these now vote, lets assume that 50% of this population votes. Now the total voter turnout is (10+50)/200, or 30%.
Therefore, I would go with C for this question.
