B is the correct answer. The first statement talks about why some critics dismissed the rumors that Ben Zu would enter the competition. The second statement tells us that Zu will finally enter the competition because he has signed the required disclosure. The second statement is important because it addresses the main impediment that prevented Zu from entering the competition in the past.
