Can anyone provide the Official explanation to this question?

OA is D

Budget determine the scope of governmental funding. Budget committees has a few representatives of Women's Rights Organizations. As per experts lack of representatives means lack of funding. So it is presenting that funding is directly proportional to the funding. Less representative means less funding, more representative means more funding.

Take a example, if 5 people would be there it would have 1000 dollar of funding. We need to prove that if 10 people would be there, the funding would be greater than 1000 dollar and not constant.

So we need to find a way to prove that this relation is indeed true.

Let us start with option elimination :

A. The government in Country X attempts to limit the funding given to Women's Rights initiatives by restricting the number of their representatives in the budget committees. -> It is right as per representative but how will it prove that more people means more funding, this is not proved.

B. Women's Rights Organizations need to raise additional funding in order to secure more seats for their representatives in the committees. -> This is recommendation, so cant be our answer.

C. The current representatives of the Women's Rights Organizations are to blame for the failure to receive sufficient government funding. -> Totally out of scope.

D. Women's Rights initiatives would receive more governmental funding if the budget committees included more Women's Rights Representatives. -> Now this is the explanation which is directly saying what we assumped.

E. In order to increase the representation of Women's Rights Organizations in the Ministry of Finance budget committees, several new committees must be established. -> Again recommendation, not our answer.

Answer: D
Because experts say the lack of representation directly causes the lack of funding, the only supported conclusion is that increasing representation would increase funding.
