Correct Answer is C. What if with new system that allows more vehicles to pass, more people come and situation may become same or worse!
A. Timeline is not a concern.
B. There is no system that is prone to mechanical failure or software sensitivities.
D. The comparison with previous data/ system is already made in passage.
E. Budget is OOS.

Answer according to me is B
If there are mechanical failures or software errors in the new system--> it can lead to even more congestion. Hence, failing the purpose behind installing the system

I went with C here.

Option A: Timelines dont seem relevant here as the plan does not talk about timelines. The plan only talks about reduction in traffic congestion. Eliminate.

Option B: While the system might face certain errors during initial implementation, as long as it is able to reduce traffic once fully implemented, it is a good solution. Eliminate.

Option C: This seems to be the only option that's left post elimination of the rest. If more people start driving to the downtown core, then the effect of the increased flow of traffic is cancelled out. Seems right

Option D: It does compare the performance to the previous system by actually mentioning that there is an "increase" in the number of vehicles passing. Eliminate

Option E: The monetary aspect is not at all discussed. There is no constraint of money discussed. Eliminate

Hence, C seems the best choice for me

A - focuses on the wrong point of the argument, it doesn't matter "when"
B - adds extra elements, which may or maynot be true, OOS
C - perfect answer - it tells, there will be more people thereby no impact
D - we don't need comparing data, we need to weaken as to why it fails
E - the money is a diversion or a trap, we don't care about the value, the argument is not about cost effectiveness

A) it is clear the question is asking for avg time, so when is out of scope

B) inital malfunction can be stabilised but that wont determine wihether the 20% goal is achievable, hence this is not correct

C) If they achieve 25% with neew system and given better traffic control, if more vehicles now travel, then this avg time spent could increase. Hence this is right

d) Q has already clarified that new system will decrease wait time by 25% relevant to the plan. SO thsi is wrong

e) Monetary spend is out of scope to the plan

I think the answer is C.

Argument - New system installed to reduce the traffice congestion in downtown area by 20%. New system synchronize signals and allows upto 25% avg vehicles.
Conclusion - The plan will be successful.

A. Conclusion is not about timeline but the goals that needs to be achieved. Eliminate
B. Factor identifying flaw but just for the start. What if they malfunction but work eventually to reach the target. Eliminate.
C. This is good because what if more number of drivers are encouraged to save time and in the end traffic is congested as a result.

We have to find the flaw:

conclusion: new system will ensure that city meets congestion (average waiting time at traffic lights) reduction target in downtown core by 20%.
premise: new system installed for all traffic lights which increases vehicle flow through major intersections every hour by 25% on average.

A) The goal is to reduce congestion, and it never states if there is any specific timeline to do so, hence lack of mention of timeline to achieve the desired goal is not a flaw. As long as the new system meets the intended goal, the argument stands, irrespective of timeline.
B) any errors in the new system during initial phase has no bearing on whether it achieves the intended goal of traffic congestion reduction or not. We do not know how system performs beyond the initial phase hence this is not a flaw in the argument.
C) if increased traffic flow through major intersections courtesy new system results in higher traffic flow towards core downtown (where the city intends to reduce congestion i.e. waiting time at traffic lights), then the new system may even worsen the current congestion there which is opposite of what the city intends to achieve. Hence the city's plan will not lead to the desired goal. This is a flaw in the argument.
D) the city does not need to compare new system's performance to older system to draw the conclusion that new system will achieve it's goal. The argument is assuming that making the traffic lights better will reduce congestion and there is no other cause for it.
A - still assumes that congestion will be reduced. timeline is irrelevant
B - even if malfunction occurs, still assumes the solution will solve congestion issue.
C - Correct - if more people visit the city, then even with better traffic lights congesation can still occur.
D - Comparision with old system does not predict outcome of newer system
E - Argument is if congesation will reduce or not. cost is not at issue.
