I think the question is not completely airtight.
(B) is clearly a necessary link because the argument assumes that removing advertising and sponsorship visibility will actually cause corporate funding to decrease. If corporations would continue contributing the same amount anyway, there may be no funding problem.
However, (E) also appears necessary. Even if corporate funding decreases, the parks department would not be forced to eliminate programs if it could easily obtain government grants sufficient to cover the shortfall.
So (B) is presumably the intended answer, but (E) creates a genuine ambiguity.

TheAdmissionHub but corporate sponsorship is banned right, whether or not the logo is displayed. This implies they couldn't fund even if they wanted to. Whether the programs have to be eliminated or not is what has to be challenged? So, option E?
