I think this is the way how to solve this problem

Democractic : 55
Republican : 35 
Total Eligible Population : x
Neither : 0.08x
(Its an election so you cant have both )

=> 55+35+0.08x = x
90 = 0.92 X
X = 100

Thus the percent of people eligible to vote actually voted in the elections = (55+35)/100 =>90/100 = 90%

That's not correct.

If you are doing that way then you should have 55% + 35% + 0.08x% = 100%, because 55%, 35% and neither = 0.08x% together must sum up to 100% (all that voted). 55 + 35 + 0.08x = 100 --> x = 125 --> voted/eligible = 100/125 = 0.8.

Assume Actual number of people voted = x

55 + 35 = 90% of actual voters voted for either of the parties
—> 10% voted for neither 
—> 10/100*x = 8 (Given)
—> x = 80

Total people voted= x
Democrats= 0.55 x
Republic= 0.35 x
Total= 0.9 X
Balance= 0.1 X..... These people didn't vote for both Democrats or Republicans

Now people who didn't vote for republic or Democrats are 0.08y.

So it means, 0.1 X = 0.08 Y hence X is 0.8 times Y which is 80% of Y.

The percentage of ppl who actually voted who voted neither for Democrats nor for republicans = 100% - (55%) - (35%) = 10%

And this is ———-> 10%(V)

Or
