Another way to look at it is..
 the fractions in ascending order= 3/10, 2/5,1/2

so average will be>3/10.. so A and B can be eliminated

Also average < 1/2.. so D and E can be eliminated

ONLY C is left

Notice that a common denominator can be set up rather quickly- 5/10, 4,10 , 3,10 - just take the average of the numerator - 5 + 4 + 3 /3 = 4/10 = 2/5
