Let the base be 'y'
Area of triangle: (1/2)*x*y = 6x
=> y = 12
Perimeter = Side1 + Side2 + Side3
= 9+5+y
= 9+5+12
= 26
Hence, E

Here's a tip.
If you come across a Geometry Question such as this, and the question doesn't explicitly mention "Drawn to Scale", it can be scaled.
You'll see that the third side BC is greater than AC as well as AB. So, the third side is bigger than 9. BC is at least equal to 10. So look for a value that's something like 10+9+5=24. You'll be able to eliminate A, B and C.
Since the values in D and E are close to each other, the area equation is the best way to solve this.
But nevertheless, it's something that will save you a lot of time, and if you're guessing a question like this, it is an effective strategy to eliminate wrong choices. CREDIT: Manhattan Prep (I saw this strategy in the Advanced Quant Guide)
