Using the process of backsolving

C is eliminated as it is completely divisible by 5.
A and B do not leave a remainder 4 when divided by 5.
D is not divisible by 2 and 9.
So E is the only answer left and satisfies all the given condition.

What is the least positive integer that is divisible by both 2 and 9 and leaves a remainder of 4 when divided by 5?

A. 18
B. 36
C. 45
D. 49
E. 54

The Common Products of 2 and 9 are 18, 36, 54, 72 etc..

Out of the above 54 fits the criteria given in the question.
