The further east a city is the more annual rainfall it receives. Option A.
In terms of east-West location we can write the cities as - B, D, A, C, E and same is the order in terms of annual rainfall measurement.

I believe that East-West order is just A,B,C,D,E (if I'm reading the question correct) so we can't conclude that A is the right answer. There seems to be a negative relationship between rainfall amount and average temperature, so I think it is C.
