What is Ricky's age now?
(1) Ricky is now twice as old as he was exactly 8 years ago --> R = 2(R-8). We can solve for R. Sufficient.
(2) Ricky's sister Teresa is now 3 times as old as Ricky was exactly 8 years ago --> T = 3(R - 8). We cannot solve for R. Not sufficient.
Answer: A.

Let Ricky's age and Teresa's age now be R & T respectively.
1) R = 2(R-8);
R = 2R-16
R = 16; Sufficient.
2) T = 3(R-8)
2 variables; Insufficient.
Hence, Answer is (A).
