If 90 < x < 100, is the units' digit of x equal to 9 ?

(1) x + 0.4 < 100

This inequality simplifies to x < 99.6. When combined with 90 < x < 100, the range for x becomes 90 < x < 99.6. Therefore, the units digit of x could be any digit from 1 to 9, inclusive. Not sufficient.

(2) x + 0.5 > 100

This inequality simplifies to x > 99.5. When combined with 90 < x < 100, the range for x becomes 99.5 < x < 100. Therefore, the units digit of x can only be 9. Sufficient.

Answer: B.
