(1) At the festival there were 1,200 pancakes served, and no person had more than 3 pancakes.

(2) Seventy-two percent of the attendees at the festival had 2 or more pancakes.

It should be B.

Statement 1 : No person had more than 3 pancakes. it means either everyone had 2 or some people had 1 and some 3. -- Insufficient.

Statement 2 : 72% had two or more implies 28% had only 1 pancake as it is given that "every attendee ate at least 1 pancake".

Thus, we can find out 28% of 600. Hence this statement is sufficient.

28% of the attendees had one pancake (nobody had 0 pancakes). We know the total attendees.
