From S1:
M < N^2
Let M = 3 and N = 2
3 < 4. and M > N
Let M = 3 and N = 4
3 < 16 but M < N.
Hence S1 is insufficient.
From S2:
|M| ≤ N
Let M be -2 and N = 3
|M| = 2 and M < N.
Let M = 3 and N = 3
|M| = 3 and M = N.
We can conclude that M can never be greater than N.
Sufficient.
B is the answer.

IMO B:

Assumption required: M & N can be +ve or -ve
St.1 :
M < N^2
From above we cannot arrive that N is positive or negative
Hence, insufficient.
St.2:
|M| ≤ N
Here, we can conclude that whether M is +ve or –ve it will always be less than N
Hence, sufficient.
Given M and N are integers
Assumption required: M & N can be +ve or -ve
St.1 :
M < N^2
