I have taken GMAT and have scored 690 (Q50, V34). I was planning to apply in R1 after retaking GMAT on 16th Sept, which is generally the last day for most of the schools that I am planning to apply. These schools accept self reported scores. So if I get better than 690 on this day, then I will immediately update my application and submit it.
However, I am thinking of taking sufficient time before I submit, even better if apply in R2. The plan given above feels like a rush. Before that can you please tell me if R2 is risky even with the parameters given below. This is the general question related to Indian male non IT pool. Not specific to my profile, so I am not sharing much light on other aspects of my profile.
For Indian male non IT which of these two option is less risky?
Option 1:
a) 690 GMAT
b) n factors in profile
c) application in R1
d) xyz school
Option 2:
a) 720 GMAT
b) n factors in profile (constant - same as option 1)
c) application in R2
d) xyz school (constant - same school as option 1)

After going through the application process once I think I can say that for most of the schools, R1 and R2 will not make a difference.
Although I was accepted in R1, but I have seen my friends get through R2 with ease, some with good scholarships too.
R3 is surely difficult, but if you have to choose a better application vs R2, I would surely recommend R2.

It is not possible to quantify and compare the risk in the two cases. Apply in that round in which you can give it your best shot.
Let me add though, 690 is not very different from 720. A 760 would be different. You have the 700 barrier in your mind, the adcom doesn't. If you are able to put forward a great application in round 1, it is not a bad idea. Don't rush but don't procrastinate either. Often, people apply to some schools in round 1 and to others in round 2 because they often don't have enough time to be fair to every target school's app in round 1.
