It depends on which schools you are applying to. Most US business schools, especially in the top 20 do not require Indian students who have completed their under graduation in English to take the TOEFL. However a couple of West coast schools such as UC Berkeley Haas School of Business and UCLA Anderson school of Management do require Indian students to take the TOEFL. So if your planning to apply to those to schools, do take the TOEFL and if not, you can give it a miss.

I am going to take GMAT and TOEFL in the year 2020, as I am currently pursuing my bachelor's degree (B.Sc.). So, first of all, do I have enough time? If I do. How should I start my preparations? Currently I have started a basic arithmetic book and Word Power Made Easy-Norman Lewis, to brush off some rust off my brain. So, once I'm finished with these, what arsenal should I have to officially start my preparations?

4 month is pretty enough time so you can start with Best comprehensive material

Best Books

1. Manhattan GMAT Quant Guides
2. Manhattan GMAT Verbal guides or Aristotle Verbal Guide for CR critical reasoning bible is best book with 300+ pages of comprehensive Data

Start with Quant, learn the concepts tested on GMAT. After learning, practice your learned section with timed practice. You can also take quizzes to meet the pace of GMAT. 1 Month for learning concepts and 15 days of practice and same with the verbal. When completed all the concepts learning and handsome practice. Take full lenght CATs, know your estimated score. Analyze the result with Correct/incorrect questions, pacing analysis trace your mistakes and learn from them, make an error log to know your mistakes in the previously attempted questions

1. Official GMAC (50+50$)
2. Manhattan GMAT (49$)
3. GMAT Club Quant CATs
4. Veritas CATs (49$ but you can buy at 15-20$ During sale period)

You plan to take the test two years from now so you have a lot of flexibility. Another option is that you can buy the latest version of these books 1.5 yrs from now and can make do with the older versions right now to reduce the overlap. These books give you practice questions but not the fundamentals you need in detail. Until and unless you find that your fundamentals are already very strong and all you need is some practice, you will need to go through the entire curriculum of a test prep company. That too you can pick up 1.5 yrs from now.
So all in all, I would suggest you to look at some old official guides to find out your current level and work on basics if you find them lacking. Working on lots of GMAT prep material right now may lead to burnout a little too soon. Reading articles on topics from Science, History, Economics etc is a must, no matter how comfortable you are in Verbal.
