Sponsored by my employer for pursuing higher studies abroad (max USD 70K scholarship in tuition fee for 1st year)

Research paper - 2 papers published in international journals and presented in international conference on topics intersecting payments systems and deep learning
Hackathon - Got certificate of achievement in a Cybersecurity related hackathon organized by BIS, Switzerland
International experience - Part of 2 international working groups (a group of 8-10 central banks). I am the only one from my central bank.
School - 2 CBSE Merit Certificates for exceptional marks in high school exams
Graduation - Dual degree from top tier IIT (Bachelors in Engineering and Master's in Financial Engineering)
Awarded 'Order of Merit' by IIT for achievements in Social-Cultural competitions

1. I will only receive max $70K scholarship from my employer, that too only for the first year. Can I expect to receive a decent scholarship (and admit) provided I will return to my employer (public service job)?

M7 is a possibility, but I would not count on any of them. You're coming from a tough demographic and while it looks like you are competitive, these are the most selective schools in the country/world. You're also on the slightly older side.
Scholarships from the schools themselves really don't have much to do with your career goals. It's either based on merit or need. If scholarship is important, you also need to apply to schools outside of M7.
