Using the values given in the options is easiest way i could think of. I wonder if their is any other logical way to figure out the minimum value of x or atleast the range of x in which the minimum value of the expression is expected.

JUST for knowledge .
the minimum value of expression ||12−3x|−|15+2x|| will be 0, as it is MOD..
and where will it be -- when the two terms inside are equal..
so 12-3x = 15 +2x...... or 5x = -3.... or x=-3/5...
so I will see the nearest value to -3/5.. it is C. -1..
answer ||12−3x|−|15+2x|| = ||12-3*-1|-|15+2*-1|| = |15-13| = 2..
we need to just try for one more the closer one on other side of -3/5, that is 0..
ans |12-15|=3..
ans C
